How can I fully dismantle auto brightness?

I disable it, turn my brightness to max, 30 seconds later, my phone has turned auto brightness back on by itself and dropped my brightness. Battery fully charged. Don't have battery saver mode turned on. WHY? Why does my phone keep turning this on against my will and how can I stop it permanently?

Phone is OnePlus 7t because I'm a poor.
